May I make a suggestion? At least for captains or refs don't accept right away, wait until closer to when this will be occurring and you have more normal members in, note everybody who applied for these spots on another document and choose the best out of that list, like how clans are chosen for clan wars. If you accept right away better players might be discouraged to apply if the spots are already filled.
