Was there ever that districts style survival server that was planned?

Very old players might remember. The survival server was supposed to be split up in the 12 districts, with every one having an own use. Then, at the end of a certain timespan, one player (or two) from each will be send to have a huge Survival Games match, kind of Quarter Quell styled.
Basically it was supposed to be like the book/movie, with roleplaying and stuff.

Well sort of, the survival server (Which I helped to start to build) was meant for yes Survival Factions and such. But the project was dropped for some reason and never picked back up again.
