I think it's just the normal 2 minutes.

the 2 minutes is for the 24 servers but there is 4 minutes for the 48 servers. i thought that maybe there would be a different lobby time period for us9001?

I think they just try and get it as full as possible basically before starting

Us9001 is usually just for testing, or random events such as the 120 player game.
It's completely up to subv3rsion when it's open. If you'd like to know when it's open, frequently check your server list, and keep an eye on the forums.
Events are commonly shared on the forums, so you would know when to log into us9001.
