There are 5 if you start at the crane and over the train tracks. That is part of my chest route

In the middle of the gravel by the fire station.
On top of the fire station.
In the fire station.
On the tree next to the gravel chest.
In the cave across from the fire station.
In the sewers.
In the hanger with the crafting table.
In the building in the airport.
On top of the jail.
On top of the train.
Behind the crashed plain.
On top of the crane.
Somewhere in the construction building.
A double tier 2 on the mountain above the hanger.
Eight at the cornacopia.

Thats all I know.

Are the chests in the sewers (the ones where you press the button) tier 2?

Theres 11 that I know of + the 8 at the corn. Just look around and you will find some.
