I think 2 is fine. Maps that are good deserve to be played more and they can only really be played after 2 full games so in that sense it does seem fair. People should be allowed to play the maps they enjoy more often - the repeat limit of 2 stops them from being overplayed but players can still play their favourite maps.

I reckon there should be specific servers for people who want to play underrated maps. For example, fallen empire is an extremely well made map, and people don't vote for it because it apparently has a "bug", where you can't see some people. This is not true as there are two cornacopias, therefore two possible places in which anyone can spawn.

The bug does exist. It happened in full 48 servers.
