In paint.net, go:
Resize to 512x512 (Nearest Neighbour)
Effects -> Noise -> Median then set to 1 and 50 (forgot what the slider names are; just set the first one to 1 and the other at 50)

Do that on all the textures = profit

Photoshop can be matched pretty much by a combo of GIMP and paint.net lol
