As said previously, Camtasia Studio is the editing software that I use. It works really well for me, and I have few complaints. There is even a screen recorder that comes with the program, but I've only used it once. I still prefer Fraps to record, but Camtasia is good for selecting portions of a screen to record instead of the entire thing.
With Camtasia, you can import a video and edit it, then select "Produce and Share" in your toolbar. There, you can select the quality that you want to render in. I often select 720p as the rendering is quite efficient at that quality. Overall, fantastic program.
I've heard good things about Sony Vegas, but I've never used it myself.
