I forgot who said this, and I need to go in about 2.2 minutes, but if your evidence is being deemed insufficient I'd recommend that you just gather more evidence, if possible, and explain the evidence to whoever your are reporting the incident to.
While it's not a surefire way to make sure the booster is being punished, it does increase your chances of a successful report. c:
