Possible MC bug?

I was on my single player world earlier building parkour, and i was placing signs writing what stage the specific parkour. At that point i attempted to place the sign on a fence, it placed but it didn't open to the text window so i could write on it, it just placed as a blank sign, is this a bug or has it always been this way or is my minecraft corrupted somehow?
