We've made some fancy-shmancy performance improvements tonight that should improve login times a lot, mostly during peak times in the day.
Right now we're seeing about 1.5-2 second improvement on average login times during an off-peak portion of the day, however this may help some of the (previously greatly exaggerated) login times during peak.

Doubt it, pretty sure every update settings reset and they have to redo everything.
