NoCheat Is Not Doing It's Job

I just had this happen to me. Swimming in the water and the other person got to me way to fast for them not to be using something to make them swim faster. They are still in the game right now so i will try and get some video of it.

Its almost impossible to stop all cheats. But users caught cheating should be warned then banned.
