Because most servers have 24 slots. And it's not guaranteed to have a mod in them.
Ours mods also have real lives too. We have 90 or so staff, and 70 servers. If you minus the staff that sleep, the staff that are busy working on other things or are dealing with real life stuff, we have a lot less staff than servers at one given time.

Teamspeak is the simplest, easiest way to get into contact with a moderator. If you don't want to hear or talk to us, then just hit the mute button. Then once you get us into Minecraft, then you can talk to us via Minecraft chat. Or if you want someone banned, get fraps or quicktime and record them. It's a bit laggy sometimes, but you'll get the evidence and upload it onto Youtube and make it an unlisted video. Once you get that, post it here using this template. A moderator will come around fairly quickly and take care of the hacker. Just be sure to get some good shots so we can actually see the hacks. Screenshots work too for spam. (Note: lag can be fixed with more ram)
