Yep, you can. I copied the shaders folder from the motion blur pack into my pack, I put the shaders folder beside textures and mcpatcher in the assets folder.I think it will, you need to use the Super Secret Setting shader called "Phosphor", then change the values in the shader file in the resource pack to whatever blur you wish. Sadly I don't think it can be used in conjunction with another resource pack.

2. Copy the "Shaders" folder
3. Go into your assets folder of YOUR resource pack, click"Minecraft" and then paste the "Shaders" folder into the "Minecraft" folder
