It's pretty complex, and Paint doesn't have the same features. Also, it would look a lot worse.

What's wrong with your Photoshop? Or, can you tell me how to make one myself? I don't have Photoshop myself, but...

Whenever I try to open it, I get the message 'This shortcut no longer works' or something like that. And then it asks if I want to delete the shortcut. I've already tried reinstalling it.

Hmm, add in the picture from a website or program, put a gradient for a background, make the text using a standard text thing, and do some fancy stuff with settings to make the text look fancy. I haven't done it recently so I forget the exact details.
Oh, and also I put shadows for the skin and text.
