Minecraft Keeps Timing out whenever i try to play

Its actually both.
First everyone stops, then i freeze, then.... BOOP TIMED OUT

I fixed it, apartley norton was blocking something in my firewall and i uninstalled norton and messed with my firewall and its all fixed
