Is one FnS enough for a hotbar setup?

Back on topic....

My set up is Sword, FnS, Rod, Bow then the rest food/Gapples for regular playing. When I'm going into DM or facing a team I put 2 in, just in case one isn't enough :) (I sometimes accidently double click because my hands aren't the steadiest)

I personally use 2, I do Sword, FNS, Rod, Bow, FNS. This is because sometimes I pull back the bow as someone charges me, and I FNS them instead.

But I like to have 10 flint and steels in my hotbar at all times.

If you leave a spare fns in the middle top spot in your inventory then you can just open it and hotkey the item in to the correct slot, it takes less than a second if you're quick.

I always have 2 because even though I don't spam my fns, I am god awful at using them.

If you are saying he should get banned because he uses macros, then i am sure he wont. I have never seen a player get banned for macros (From what i know). Almost everyone who owns a macro ready gaming mice, use them. Just saying :)
As long as the macro only preforms one specific function, such as switching to a hotbar slot, it is fine. But once it starts doing things like clicking automatically or preforming multiple complex operations that give clear advantages, then it is a problem.
