Is Minecraft Capes Mod allowed to use on this server?

This mod adds ability to add cape to your character and see anyones cape who also have this mod.
Person who dose not have this mod wont see my cape.
Before i use it i wanna be sure i am allowed to use it on your servers.

MCCapes "Extra" Mod
Lets you see your own cape plus anyone else who has the mod will see your cape and you will see theirs!
You will also be able to see and use animated and transparent capes!
Mod i downloaded.
If i am allowed to use this mod i would use Optifine Mod + Minecraft Cape Mod

I think it's safe to say that it's legal. It doesn't really do anything to give any sort of advantage. Thanks for asking first though!
