When they say OP items are not allowed on maps, I think they mean enchanted items like sharpness or knockback, or something. Health potions aren't *THAT* Op.

Oops.... . but in a game a team chased me, and would've killed me and I drank that item, and it gave me enough hearts to Finnish them off.

It's not splash, you have to stop and drink it. Meaning, it won't be effective because while you are drinking it your opponent will be able to get a few hits on you.

There are plenty of situations where it would be effective, but you are right. Splash would be worse.
