I need a program for my mac

I need a good program for my mac that allows me to make cool avatars for myself and possibly others. I have seen a lot of people doing avatars and I would like to do my own. I am very artistic and I would like to start doing that. I would like it to be free but I would pay. I would rather pay for a good quality one rather that a free bad one. Any suggestions and links would be very helpful. If you have many suggestion that would be great.
