First of all you gotta activate the account. But since it is PayPal, you need to be over 18 and you need to have a valid SSN and account. You are 13 or it says you are so ask your parent to activate it for you and when you are in Minecraft choose the payment option as PayPal and instead of using your account to pay directly as a shortcut, choose the one where you have to put in a new card. If my post doesn't seem to make much sense tell me and I will revise it.
