Did you do port forwarding, or are you using Hamachi?
If not, google both. Port Forwarding is the best option for a public server, but Hamachi can be good if you only want certain people on it, by invite only. However, Hamachi requires the other players to have Hamachi also installed.

And yeah, maybe back up the world, plugin files, etc. and reset as much as you can without hurting the stuff that you edited or added.

There's also the option of renting a server. If you rent a small one, like 5 slots, you can get it for like under $4/month, and it's a lot easier to manage (However they're usually either vanilla, or can have like only 5 minor plugins.)
