No, not with good fps, but that could probably run it on normal with like 30-40 fps I think. Also, custom build it. Will save money for a better outcome.

Building the computer is the easiest part, it will all be a breeze, the hard part is deciding on the parts

For me,I could remove 4gb or ram,hardrive,case,and optical media thingy.
So that total price for me would be like $140

At the end of the day he won't get a god pc that is really cheap. You can get a decent pc cheap but higher performance costs quite a bit extra.

What do you think, I got a few extra opinions, Changed the case to something which looks cool, Has a good amount of space and good cooling gear which is built for gaming, Also got a new motherboard which I thought would perform better overall, Thanks guys Now, All I need is this last piece of advice

What about a graphics card?

Its a APU,in other words a graphics card inside a processor,he said a computer for minecraft,minecraft uses a processor not a graphics card :3
