Better Bounty System.

Ok lets compare this to real life. (This probably happened in the old days)
If you get a 40k $ reward for killing a criminal you will receive the reward.
But if it was like the system you suggested it would be like
You kill the criminal that is worth 40k$ and you receive the money.
But then when you kill the criminal now you are worth 40k$ for killing the criminal and people will want to kill you.
This idea won't make much sense

There's no rule, and targeting someone with a desirable bounty is completely acceptable.

This is actually a pretty nice idea, in my opinion!

They don't have a rule against targeting. It is just frowned upon.

Just for the record, if there's a player which you target every time you see, you can get banned for harassment.

The bounty system is fine as it is, it doesn't make sense to give the bounty to the killer.
