no, I'm on another server, and need to make avatar heads of staff, how do i do that?

I'm not 100% sure on this one, but try this one out: /give [Your IGN] 397 1 3 {SkullOwner:"[Head Name]"}

This works in singleplayer, not sure wheter it does in multiplayer, but I suppose it's worth a try

There's also plugins you can install to get the heads of any player.
Or, you can change your own head to something like short cactus, a chest, a dirt block, etc. and then get your own head using the command or a plugin, place it, then change your skin back.
