I can help with permissions if you need more help, I have a few months of experience with that. However, I do have one question: Why use PEX? My personal testimony is that Group Manager easier to use in general, and much more user friendly.
Also, you'll need staff members. One idea might be to recruit people that you see around various communities who might be interested in helping, and talk to them personally.
And, lastly, there is indeed a popular US server that many MCSGers play on, called ROXBOT. (Please excuse me for posting the name, I'm not trying to advertise.)

I can help with permissions if you need more help, I have a few months of experience with that. However, I do have one question: Why use PEX? My personal testimony is that Group Manager easier to use in general, and much more user friendly.

Ya but my server will be updated to 1.7 and it will have 1v1 arenas. Roxbot doesnt have that.

Also, my personal recommendation is to get some $$ before, and then ask for donations once it's set up. Very few people are willing to pay for something that might not even turn out well or last long.
