I'd like to submit an application because I think I'm good enough for it, but I think I was banned some time ago for about a week, and I have no idea why. Does the ban rule apply to you only if you're perm banned or if you were ever banned?

maybe there full, but you cant just love it , you have to build and/or terraform stuff to prove that your worth hiring
