Yosuppeeps! The nub here with a great tip.
I use my Flint and Steel differently. This tip normally gets the victim to flames when I use it. Here's a step-by-step guide to do so.
Notes: yes, I know you can do the same tip with a fishing rod, but nowadays it's a little bit easier to tell, so this tip will be a bit more surprising to players, and good if you don't have a fishing rod.
Also, if this fails for you a couple times, maybe it's how far you've knocked back the player. If you have no clue how to do that, then try practicing this technique standing still, walking, sprinting, and sprint jumping. Each gives more knock-back(if I can remember simple Minecraft physics), until you find the amount of knockback you like.

- if you're being chased, at one point, turn around
- Take out your Flint and Steel
- when in reach, don't light the player up, punch the player with the Flint and Steel
- A little tricky. Set the block the player was originally on into flames, and then most of the time the player will walk right back on the block they just were, setting the player ablaze.
