I think i found the solution to the problem that causes the IP to have to change. I logged in just now (nobody was on) and it said one of the plugins was out of date.

no unfortunatly its has been doing that from before the bukkit needed updating. Also the update is for 1.3 i thing getting servers ready for it all.
