In the Hunger Games Trilogy, there's NO mention of the outside world. I have come up with my own theory. The poles melted causing sea levels to rise. Many countries either joined together, or turned on eachother or just stayed solo. This is my theory:

UK (including Ireland): The UK and Ireland were badly effected but managed to survive by becoming 14 different islands. In my MCSG Survival Games story I am making, I suggested that after the global flooding, the UK became the UI (United Islands). Like Panem, the UI had districts (islands). The large island in the middle of the UI is the Hub and each district is connected by hover trains and boats.

US: You already know

Europe: A lot of Europe became flooded from the ice from Norway, Sweden and Russia. France and Spain went to war, and France toke over Spain. Italy became badly flooded in the south bu the north stayed mostly the same, along with most of the countries in central Europe. Belgium toke over Germany after a civil war. Germany toke Belgium in openly but Belgium overthrow the country and now owns most of the remaining countries in Europe. Greece and most other South-Eastern Europe countries became flooded, most of which were completely flooded. Norway and Sweden joined eachother to make Swordan, a country that flourished after the flooding and is very powerful.

Russia: Due to Russia having so much ice/snow, most of the land became submerged in water and flooded surrounding countries. The south-east of Russia remained above water, but was mainly swamps and jungles.

Asia: After the flooding, countries such as India were badly effected. Earthquakes happened frequently causing the ground to shrink. This allowed the water to flood India easier, causing most of India to become islands. China was barely effected by the flooding but decided to other protection, food and shelter for the countries that signed up to give all resources it extracted. Japan became small islands and most of the population were killed. After the flooding, a earthquake caused a tsunami which flooded more islands and killed more people. Saudi Arabia became almost completely submerged in water. Countries to the south of Saudi Arabia toke over the remaining land and many wars started. A nuclear reactor from Saudi Arabia's old land exploded due to a child playing with the buttons on a nuclear reactor. This left the island unlivable.

Australasia: Most of the Philippines became flooded and many islands became uninhabited jungles and swamps. Australia became 6 different countries and at the south a small part of the once united country is so lush in woodlands and swamps, that animals began to evolve and turn deadly. It became so dangerous it became off limits.

Africa: After the flooding, the deserts became lush fields and woodlands. The south of Africa became so lush that it united with countries. After 58 years, the largest country in Africa started to take over the surrounding countries. One country would not join and was stronger than the large country that it became isolated. It will be starved out until it agrees to join.

America: South America became cut off from North America as Central America became flooded. Chile and Argentina joined together and created a power country called Arguantilla. Brazil and Arguantilla go to war more and more, both wanting land. In the north of South America, the countries were cut off from the mainland and united together. Canada and Alaska's ice and snow melted, causing sea levels to rise dramatically, cutting both countries from America. They both united to create the North Union. They know about Panem but wish to keep secret as they know about the war machines Panem have in their control.

Cool theory, but I think global warming caused the glaciers to melt, yet Panem miraculously survived. That's why there is no outside world. It's all submerged

So kinda like what I said :p The main reason Panem would have stayed the way it is, is because of the mountains and canyons across the West of America (Arizona and California) which would guard Panem from flooding, plus the dry soil in Texas and Arizona will soak up a lot of water, making it lush forest/woodland. It would make sense as in the movie the districts are mostly lush woodlands or on the coast.

But surely America would be a target for nuclear war (no offence) which would leave the whole of America uninhabitable as at least 1 of the 100 nuclear power stations would explode on impact. A nuclear war isn't likely with Panem still being habbited :p However, a disease is plausible. Black Death killed millions in Europe alone. Imagine if that happened today? In those days travel would have taken days to travel to and from cities and towns, but now you can go across the world in a matter of hours. A disease in modern day would spread fast and could wipe out a majority of the human race. But a neclear war is a bit extreme :p
