I was going off what ThatOneTomahawk said, and what I thought and what happened to me in the 1.7.2 test games.
Try it yourself. Tomahawk probably hadn't played 1.7.2 MCSG yet

Well if you are wrong, nobody cares, because you are ThatOneTomahawk .1.7.2 MCSG teeeechically doesn't exist yet. The way it works is pretty much a taped together plugin that makes 1.7.2 players able to connect to a 1.6.4 server. (Sort of, this is the reason why you can connect to any major server on 1.7.2 and 1.6.4) This means, when MCSG is 100% updated to Bukkit when it's stable, 1.6.4 will no longer be supported. Who knows if that version of Bukkit will support the knock-back ability given to fishing rods.
(I really hope I'm not misinformed and look like a complete idiot right now)
