What is the highest fps that the human eye can notice

From what I know, most monitors have a refresh rate of 60Hz. This means that the highest FPS you will actually see is 60 unless your monitor has a higher refresh rate. So you cannot notice a difference between 60 and 120 FPS. But when you are running 60 fps, you have a good chance of dropping below 60 which could be noticeable I think, and is probably the reason why people feel a difference when on "60" vs 120. I personally only notice a difference in quality when my FPS goes below 40.

A human can notice 24. This has been proven as if you make a film where every 24th frame tells a scary story, in pictures, the human will be scared even if the film is like Bob the Builder (film...xD). This doesn't work for 25FPS.
The reason we see the difference Minecraft is because low frames are unnatural, real world, however, we don't register every frame individually.
