From what I know, most monitors have a refresh rate of 60Hz. This means that the highest FPS you will actually see is 60 unless your monitor has a higher refresh rate. So you cannot notice a difference between 60 and 120 FPS. But when you are running 60 fps, you have a good chance of dropping below 60 which could be noticeable I think, and is probably the reason why people feel a difference when on "60" vs 120. I personally only notice a difference in quality when my FPS goes below 40.
