They'll eventually say not to apply again after a lot. It used to be 3 I think.

I believe that it is based on the technicality of the application. If they're a lot of mistakes, and if each time you submit your application, and there is continuous flaws that are within your application, they will simply tell you that can not submit your application again. On the positive side, they could just tell you to make a few adjustments to your application. Now this is just an assumption, I am just stating what I believe.
