My opinion?
Uhhhh... well, first of all, his name. Yes, his name is based around an inappropriate number, (Or at least a number that is often associated with intimate, X-rated behaviors) and a meme (I never quite got the meme.) but it doesn't quite show that he's mature. Naturally, there is always a possibility that someone else suggested the name, he made it before he got mature, etc. and thus cannot be entirely relied upon to show his maturity. Just like anyone else, maturity is proven through actions and attitude, as well as many, many other things.

Yes, you can still apply/get accepted, but it'd be better to apply when you have 200 wins. But you're nearly there, so it won't take long. Also, the application wasn't quite organized. Sure, I could see where everything was, but I had to read the entire thing several times to find everything when I was looking for it.
