As we've said many times (in this front page post, in game, in the stickied thread, etc), the chest update is a beta. It's only on a few servers right now so we can get community feedback and improve it as much as possible before pushing it out everywhere.
When will other places be able to test it. (Ex: ca 1-10 beta)

Kind of weird that there's going to be a 1.6.3 when I thought 1.7 was right around the corner...
Mojang likely has multiple branches of code on their source control system (git or whatever they use), one for the current stable version of Minecraft (1.6.2) in case emergency patches need to be made, and one for the next major version (1.7). It makes sense that they're releasing 1.6.3 now, considering it fixes a huge exploit in the vanilla server that we've known about for about 2 weeks now (and which we patched in our system shortly after knowing about it).
