Do me a favor, go to www.speedtest.net and post the image result here.

It should look something like this:

Also, tell me what kind of processor you have, how much RAM, and what type of video card.

Ok, because I want to determine if the issue is you have a slow computer, a slow internet connection, or both.

Looking at your connection it looks like you have Bell South which is DSL. DSL is much slower than cable and theres really nothing you can do to increase the speed unless you switch to a cable ISP.

Do you have any idea how old the computer is?
And which type of windows do you have? (assuming this isn't a mac)

Start -> Run -> type dxdiag
Do this to find your computers specs.

Looking at your connection alone I can tell where most of the problem lies. I highly recommend Comcast which is Nation Wide. You're garunteed the speeds you buy or your money back. I have their $75 per month 50MBPS Download and 20MBPS Upload. Although in reality I get 70-90Download and 22-25 Upload.
Oh, and if you're moving to Kansas City, Kansas, get Google Fiber. :[

Other than that, make sure you have an up-to-date router/modem. Either Linksys or an Apple Express/Base Station. Remember that most of the time (96.224%*) of the time FPS lag is your computer not your internet.
Hope this helped in some way,
