And from the videos it looks like he just uses Adobe Photoshop.

Yup I use Adobe Photoshop CS4, With my Wacom Bamboo pen+touch. But
Photoshop costs an arm and leg so might I suggest Gimp? It is a free software that has most of the same functionality! And if you use the pen tool you can still get smooth lines without a Wacom tablet.
