From my knowledge I do not think this is entirely true but if you are constantly making new moderator applications after being denied and or spamming Sr. Mods to check your application then they might not make your application of a high priority. Also if your applications seem to be the same and no or little improvements are made you may reach the same circumstances as stated above.

If I am correct, you can be denied for mod three times except for age, unless you have been banned for breaking the rules. If you have been denied three times, except for age, you cant apply anymore.
