Cookies Not Enabled

Hello,

So, on one of my PC's, I get the error message "Cookies not enabled" when trying to use adf.ly, or anything similar. This is also preventing me from uploading videos to YouTube from my preferred PC, which is obviously very annoying. I've searched for hours through google, and its many support pages, but I just can't find someone that works. I've tried using every browser but IE, creating a new user account on my pc (Which worked the first time) but nothing will work again.
Please, if any of you can help me with this, it would be greatly appreciated and it would save me from reformatting my PC.

Try with chocolate or cake. Its better than cookies.

Oh, I had the same problem ages ago, I will try and remember how I turned on cookies.

I've tried with Chrome, IE and Firefox, none of them are working. (Is that what you meant?)

That's what I had tried at first, but it didnt work. I know it's possible to fix it otherwise, because my friend's father did it.
