President Snow was an A+ "D-Bag", Coin was basically just a power hound who blew the crap out of everything

President Coin murdered a lot of Capitol children, and the rebel medic squad which included Prim, and then she wanted to host a Hunger Games using remainder Capitol children, which is why Katniss shot her.
She may be power-hungry, but isn't that just what Snow is? Although I must admit that Snow worked his way to his position in a more savage way, by murdering his friends and family.
