Can a complete noob when it comes to building a COMP build one by following like tuts on YouTube or not?
Yes, you can, an Intel-based build would probably be better for you since you don't have prior experience and it is easy to bend the pins on an AMD processor.

Ok sub I can't build a computer,so what kinda computer is good at how much,my price limit is about $1500

$1500 is more then enough to build a computer with.

My specs:

Intel I7 3930k Processor
16GB G.Skill 2100MHz RAM
GTX 660 Ti 3GB Video Card
2TB HDD
GIGABYTE X79-UP4 Motherboard

All in all, I spent around $1400 (if I remember correctly). My computer can handle anything I throw at it with ease.
If you need any help, let me know and I'd be glad to lend a hand.

Building one is seriously a good idea, you can and would save literally up to $400 - $500 depending on what rig you want.
here are video tuts that helped me get started with making mine.

This is the one I found more easy to understand

This one helped me understand making the computer the most, and i recommend watching the whole series

Yes sir, it can.
Edit: Actually, not positive. I'm assuming it would be able to, though. It's done anything and everything I've thrown at it so far with ease. I have 12 cores on my CPU and it's over clocked to 4.2GHz. Has 12MB of cache (if I remember correctly)

I have almost same setup. Only thing different is motherboard. I have a asus Z77
