Building is cheaper right? So why would people be apprehensive about building? I'd love to build a pc!

Generally people are scared of building because they hear horror stories about breaking their CPU by bending pins on the CPU, or parts being bad and being unable to return them. Or generally just blowing it up.

Bending pins on a CPU is only possible with AMD processors at this point, and is hard to do if you're actually doing the inital setting of the CPU into the motherboard properly (i.e. yellow triangle is pointing in the right place).
Parts being bad - well, should've returned it sooner rather than waiting.
Blowing it up - you would have some serious issues if this is the case...

Though I agree with your point subv3rson I was scared to build my own since I thought I might do it wrong and break something trying to fit it in. Now I feel like I missed out on it I would off loved to build my own and regret that I never

How long does it take to build a pc because I'm really thinking of doing it :)

If you're clean with the setup, and are OCD, it can take hours. If you just throw it together, 30 minutes tops.

Budget will be about $700
I might build it
$700 isn't too terribly much to go on, do some research or ask around for some powerful, not so expensive, parts. Building it custom will be the best thing to do in your case scenario.
