Aren't they making weed illegal for foreigners?

They are making some sort of special card to buy weed, but I think that is a bad idea, because the tax income for the state is something we need.
It brings many tourists >.>
But I'm not sure how that card works.
I just buy it from a friend at school since I'm not 18 yet

The drinking age for one thing... There are places where you can drink if you can see over the bar to order (Germany I think) Russia has practically no drinking age (Vodka Vodka!) Everywhere else is so low! It isn't that bad an idea in my opinion, even with the risk of addiction and all, it lessens the curiosity in kids, allowing it at an earlier age, instead of making them wonder, and start illegally...
And then there's all that weed........
There's plenty at my school, but LEGAL weed? That's just weird

You can get your drivers licence at your 16th, we can at our 18th.
When you legalize drinking and driving a car at the same age will cause problems.
