IM_kiko hacks

Everyone IM_kiko has received a 1 week ban for hacking?
Is this fair? I believe he should be permanently banned. He has hacked more so than anyone else on these servers yet isn't permabanned... Why not?
I'm looking at you mods...

I've been playing Minecraft for a while now and mainly on a server which doesn't have much of a tolerance for hackers. So any hackers would be permanently banned. Although some did make ban appeals saying that they were truly sorry about hacking and that they would no longer do it, in nearly all of these circumstances these people never hacked again. However if they do hack twice I think they should never be unbanned.
