It must be the server lagging you, looking at your specs. It may be your internet connection. Try switching to wired instead of wireless. Our you can just get new internet... Lol

Not really, 4-10 seems reasonably amount for a lagspike. You can also see from the description that that's whats probably what he meant

So, do mean other games or other Minecraft servers? Because if I think about it, it could be the big maps that let you freeze

I've had these types of lag. It only happens on Khamunrah. Every other map works fine to me. I think it is because your computer doesn't handle the big maps.
