I think that all the applications are filtered by other head admins and the ones they like are then sent to chad.

The applications are read by the Sr. Mods and Admins, then the good applications are sent an email back requesting a meeting. If you did not get an email back, then you were not one of the "good applications". I would not submit another one unless you forgot to add experience or other information on your application the first time around.
