The basic idea behind the application acceptance, you needed 4+points to make it (sorry about the black font, the forums are being weird )

Saw that Don't know how I got in I could at best have 5.5, but I doubt I have the Highly Ranked points (at least on US, but maybe both combined makes me Highly Ranked ). Without Highly Ranked, it's 3.5 which doesn't quite reach 4.

Also, since I would guess that there are more than 24 players that had 4 points, were the people that got those points randomized?
