Macro keys would only be allowed in chat. For example if a mod was in chat and he wanted to tell of some people he could press a macro key and the text would appear in chat. I don't think you are able to use macro keys in game as it could give you a unfair advantage over people without macro keyboards.

The point is not everyone is allowed downloading mods! Not everyone can, whether they know how or not.

No sir, that is not how it works.
Some people don't want to mod their minecraft, some people are not allowed and some don't know how.
And you will get the same answer from a mod.
