Sorry to say but I'm not sure how successful you'll be here. Hackers don't often congregate or act in groups from what I've seen, and if they do, it's probably just a small group of friends or siblings screwing around for the hell of it and not some highly coordinated act designed to trick the community into thinking they're some elite group of players (not saying this doesn't happen, it's just probably quite rare here). Logistical and morality issues aside, there might not be much for you to infiltrate hacker-wise. Clans, maybe.

I don't know how things operate behind the scenes here, but be careful with how you collect and present your evidence. Back when I moderated a network we had problems with people reporting certain things because the evidence could've been very easily faked and there was no way to verify it on our end (e.g. a user could edit a screenshot to show that someone said something they didn't actually say in game, but at least the server logs could be used to verify if the evidence was solid or not). At the end of the day there wasn't much we could do sometimes. It was kinda sad, honestly.

You should get a VPN if your going to do it.
Logging onto the MCGamer Network with a VPN will link your account by IP to all other accounts who have used that VPN. Something you definitely need to be aware of.

I personally don't think this would help anything. There is no "gang" of hackers out there. People just hack on their own or in a call with friends. You cannot compare a gang irl and hackers on Mcgamer. They aren't criminals, just kids that don't know what they are actually doing. Unfortunately it is so easy to get hacks, nowadays, that even these little children can install them.
The only way you can help out, is, by recording and reporting the hackers you find Ingame, which is greatly appreciated ! :)

A lot of us have tried before. And after we were quickly discovered, a lot of our routers stopped working :(

Sometimes people hack in a team, but you will find the majority hacking alone, so there isn't really a "gang" xD
They don't plan when they are going to hack, they just do it when they are bored and wanna have some "fun".
Also especially in the EU region there are a lot of different languages spoken, so it could be really difficult to communicate with some of them, because not everyone speaks English.

Any-who I thought this may help. All of your points are good and very much valid. If this has been done before then I was unaware of that and i'm sorry for bringing this whole mess up. However, I saw this as a opportunity to make a difference so I grasped it with both hands, and apparently made a food of myself. I'm sorry guys ;(.
