Because it is possible that they have siblings playing on the server as well. And they shouldn't be punished for their brother / sister's actions.

It doesn't matter for the some of them if they learned or not, they are permanent banned so they won't return hacking anyway

Yes they do. And the main reason why he is receiving credits, even though he is a member of staff, is for all the bans he got before he was accepted.
