What video card should I buy?

I have a 3575k and 660 4gb and only get 30 fps with shaders on lowest settings :/

I'm actually surprised. My friend with a 3570k @ 4.5ghz and a 7770 runs shaders that badly. Guessing you didn't cheap out on the rest of your pc, right? + what's your CPU at

My CPU only runs at 3.2ghz (guess thats why xD)

It shouldn't really be why, shaders puts more of a load on the GPU than CPU. Have you considered overclocking anyway?

Im not going to overclock, just because what I have now is completely fine for what I have now...I don't really use shaders ever anyways

I have a 4790k @ 4.5 and a gtx 770 and that runs everything fine so If you don't want to spend all the money you have on the 970 put it to The model below , the 970. 300+fps everywhere, 60fps shaders everywhere.
